Policy instruments to promote electro-mobilityiIn the Eu28: A comprehensive review
Despite its environmental benefits, the amount of Electric Vehicles (EVs) in use within the
European Union 28 is still very limited. Poor penetration might be explained by certain factors that
dissuade potential buyers. To balance these factors and promote electro-mobility, Member States
have established incentives to increase demand. However, the various measures are scattered. This
paper contributes to fill the gap in the literature by offering an overall view of the main measures.
The authors will focus on measures to promote electro-mobility within the EU28 until 2014. After an
in-depth and comprehensive review of the relevant measures, the authors conclude that the most
important policy instruments to promote EVs are tax and infrastructure measures in addition to
financial incentives for purchasing and supporting R&D projects. Regardless of the scarcity of EV
registration data, the available information allows us to conclude that higher EV penetration levels
appear in countries where the registration tax, the ownership tax, or both taxes have developed a

Higher education in the fight against poverty from the capabilities approach: The case of Spain
This article describes relative poverty in Spain in relation to the other States in the European Union, following the European indicator AROPE. The official data provided by the
National Statistical Institute of Spain and by Eurostat, refer to the year 2014 (the last one for
which definitive data are available is 2015). Given the relative poverty of Spanish population,
the failure of conventional economic theories, which conceive social development as GDP
growth, is clear, and it is argued in favour of the human capabilities approach as a more adequate option for development, from a theoretical-practical point of view, for the reduction
and/or eradication of poverty, as well as the appropriateness of a new conception of Higher
Education, structured around central topics of the capabilities approach, to empower citizenship with such objective. The pedagogical proposals discussed here are as follows: (1) the
conception of Higher Education Institutions from the approach of capability development,
and aimed at social responsibility; (2) the formation of a university community as agents
of their lives and communities; (3) the learning by the university community of the values
in the capabilities approach; (4) the option of the university community for participation in
public affairs in the pursuit of the common good; (5) the primacy of the formation of the
university community as agents of sustainability agents.El artículo describe la pobreza relativa en España en relación con los demás Estados de la
Unión Europea, siguiendo el indicador europeo AROPE. Los datos de los que parte son oficiales, proporcionados por el Instituto Nacional de Estadística español y por Euroestat, referidos
al año 2014 (último del que se tienen datos definitivos, 2015). Ante la situación de pobreza
relativa de la población española, se detecta el fracaso de las teorías económicas convencionales, que conciben el desarrollo social como crecimiento del PIB, y se argumenta a favor del enfoque de capacidades humanas como una opción teórico-práctica del desarrollo más
adecuada para la disminución y/o erradicación de la pobreza; así como la conveniencia
de una nueva concepción de la Educación Superior, estructurada en torno a tópicos centrales del enfoque de las capacidades, para empoderar a la ciudadanía con tal objetivo.
Las propuestas pedagógicas que se argumentan son: 1) la concepción de las instituciones
de Educación Superior desde el enfoque del desarrollo de capacidades y para la responsabilidad social; 2) la formación de la comunidad universitaria como agentes de sus vidas y
comunidades; 3) el aprendizaje por la comunidad universitaria de los valores del enfoque de
las capacidades; 4) la opción de la comunidad universitaria por la participación en los asuntos públicos en la búsqueda del bien común; 5) la primacía de la formación de la comunidad
universitaria como agentes de sostenibilidad.Educació
The capabilities approach and values of sustainability: Towards an inclusive Pedagogy
Different models of development have a different impact on sustainability. In this paper, we contrast the
development model as growth of the Gross Domestic Product (GDP), dominant in economic theories,
with the model of human development or capabilities. The objective is to show the development of capabilities as a theoretical-practical perspective to guide education towards sustainability, a goal assigned
by UNESCO. The method used is hermeneutic. The conclusions are: the capabilities approach defends the
values required for sustainability and this approach convincingly argues for the political principles and
good practices that should govern education.Educació
Ontogenia de los linfocitos T humanos : estudio de los eventos madurativos pretímicos e intratímicos implicados en la diferenciación de los linfocitos T.
Los precursores hematopoyeticos presentes en el hígado fetal humano en momentos tempranos del desarrollo (8-10 semanas de gestación), no expresan en membrana antígenos asociados a linaje linfoide. Son células con un alto contenido en dna que presentan en su superficie moleculas de adhesión vla4 y lfa3 asi, como los antígenos de activación 4f2 y tfr. El análisis a a nivel molecular del complejo tcr-cd3 muestra que la expresion a nivel rna de las moleculas de cd3 se produce en las células de hígado fetal previa migración al timo, así como el reordenamiento de ciertos genes del locus del tcr, no detectándose expresion de transcritos ni para la cadena ni la b del tcr. La expresion de estas moleculas parece ser un acontecimiento regulado intratimicamente, ya que precursores t, obtenidos de timo neonato, células pro-t(cd7+2-3-4-8-) fenotipicamente similares a los primeros precursores presentes en el timo durante el desarrollo fetal, presentan, no solo múltiples reordenamientos de la cadena del tcr, sino que también se detectan transcritos tanto para la cadena como la b. Tanto los precursores hematopoyeticos t obtenidos de timo como los de hilado fetal de 8-10 semanas de gestación, expresan el il-2rb y no el il-2ra. El cultivo de precursores hematopoyeticos de hígado fetal en presencia de il-2 induce la aparicion de una población incluida en la ruta de diferenciación t, cd7+cd8+cd3-. Solamente la presencia de estroma timico mas il-2 permite completar este programa de maduración iniciado por la il-2, obteniéndose a partir, tanto de los precursores de hígado fetal como de timo células t fenotipicamente maduras tcra/b+cd4

Current situation and future prospects of livestock farming around a Pyrenean ski resort
En algunas zonas de montaña la ganadería coexiste con centros invernales que pueden modificar las circunstancias socioeconómicas de las explotaciones, dando lugar a sinergias pero también a relaciones de competencia en ciertos aspectos. Para analizar las implicaciones de la existencia de una estación de esquí sobre los sistemas ganaderos desarrollados en su entorno, se llevó a cabo una encuesta estructurada a los ganaderos usuarios de pastos en una estación de esquí del Pirineo aragonés (Aramón-Panticosa), cuyos rebaños sumaban 314 vacas y 75 yeguas adultas. Se recogieron aspectos relativos a la estructura del rebaño, base territorial, manejo del ganado y mano de obra, que, en general, respondían a pautas comunes a otras zonas del Pirineo, salvo por el alto índice de pluriactividad de los titulares (60%). Se analizó la dinámica de la explotación, que apuntaba a una continuidad a medio término pero que podría comprometerse a largo plazo por la falta de relevo generacional. Las explotaciones se consideraban estabilizadas en tamaño y gestión, con pocos cambios previsibles en el futuro en las circunstancias socioeconómicas actuales, aunque su estructura y manejo variarían considerablemente ante distintos escenarios potenciales (cambio de políticas agrarias o coyuntura económica). Se analizó la relevancia de distintos objetivos técnicos, económicos y sociales, observándose un menor peso de los primeros con respecto al resto. Los ganaderos consideraron mayoritariamente que la estación de esquí había influido positivamente en el valle, y en parte también en la ganadería, al posibilitar alternativas para la diversificación económica, mientras la estación se beneficiaba del mantenimiento de sus superficies por el ganado.In some mountain areas ski resorts coexist with farming activities, modifying the socio-economic environment and providing synergies but also antagonisms in certain aspects. In order to determine the effect of a ski resort on livestock farming systems in its surroundings, a structured interview was conducted with all farmers whose herds (314 adult cows and 75 mares) grazed during the summer on pastures within a Pyrenean ski station (Aramón-Panticosa, Huesca). Information on labour, herd size, land use, management and technical performance of cattle and horses was collected, as well as recent dynamics and prospective changes under the current socio-economic circumstances and different scenarios, and their objectives and opinions about several issues. When compared with that of similar areas, farm management and performance was similar except for the high farmers’ pluriactivity (60%). Continuity of the farms was ensured on a medium term, but might be low in the long run due to lack of succession. Farms were stable in terms of size and management, and few changes were envisaged in the future in the current socio-economic conditions. However, if they changed or different agricultural polices were implemented, farm structure and technical management may be considerably modified. Regarding their objectives, they considered that economic aspects and those related to their family’s quality of life were crucial, while technical objectives were less important.
